When a traffic light is not working, stop as if the intersection is controlled by STOP signs in all directions. Remain stopped until a green traffic signal light or green arrow appears. However, cyclists and pedestrians also play a significant role as their behavior and ability to follow safety laws (e.g. avoid jaywalking) contribute to the overall intersection safety dilemma.
